Jammu & Kashmir Cabinet Clears Key Proposals; Budget Session Set for March

The Jammu & Kashmir Cabinet, led by Chief Minister Omar Abdullah, has reportedly cleared a significant number of agenda items in today’s meeting, which are now being forwarded to Lieutenant Governor Manoj Sinha for final approval. The decisions, which cover a wide array of sectors from budget proposals to critical health investigations, are set to shape the upcoming legislative and administrative priorities of the Union Territory.


Budget Session & Omar Abdullah’s First Budget Presentation

A major highlight of the meeting was the proposal for a three-week budget session of the Legislature, which is expected to commence in the first week of March 2025. As part of the legislative proceedings, Omar Abdullah, who holds the Finance Department portfolio, is set to present his first-ever budget for Jammu and Kashmir as a Union Territory. This session is expected to cover vital issues such as funding allocations for developmental works, grants for UTs, and more.

Union Finance Minister Nirmala Sitharaman is slated to present the national budget, including UT-specific grants, in the Parliament on February 1, adding to the anticipation surrounding the financial year.


Mysterious Deaths in Badhaal Village Discussed

The Cabinet meeting also addressed the concerning issue of 17 mysterious deaths in Badhaal village, Rajouri district. Sources report that the Cabinet decided to fully activate the Health Department and other relevant officials to conduct a thorough investigation into the causes of the deaths. In addition, the government has pledged to provide every possible assistance to the grieving families affected by this tragedy.


Key Proposals Cleared by the Cabinet

In addition to the budget session plans, the Cabinet cleared several important proposals:

  1. Payment of Pending Dearness Allowance (DA): This will benefit government employees and pensioners, ensuring timely payouts.
  2. Three-Tier Faculty Structure for Dental Colleges: The Cabinet approved a new structure for dental colleges in Jammu and Srinagar to ensure better academic quality.
  3. Draft Excise Policy-2025: A new policy framework to streamline excise processes in the region.
  4. Post-Interview Reforms: The Cabinet moved to eliminate oral tests/interviews for posts in Pay Level-6, as recommended by the Services Selection Board.
  5. Amendments to J&K GST Act 2017: Aimed at simplifying and improving the functioning of the Goods and Services Tax system in Jammu and Kashmir.
  6. Environmental & Infrastructure Projects: The Cabinet gave a nod to key initiatives aimed at environmental conservation, such as pollution abatement for Rivers Jhelum and Banganga, and the remediation of legacy waste at Achan dumping site in Srinagar.
  7. Infrastructure Development at SMHS Hospital, Srinagar: A proposal to construct a new hospital block for the emergency operation theatre was also approved.

As the Cabinet proposals make their way to Lieutenant Governor Manoj Sinha for approval, the government remains committed to advancing key administrative and legislative reforms. Omar Abdullah’s maiden budget presentation is expected to be a pivotal moment, setting the tone for the financial direction of Jammu and Kashmir in the coming years.
