India Upgrades Kabul Mission to Embassy Status Amid Security Concerns

India upgraded its technical mission in Kabul to a full-fledged embassy on Friday, a pivotal move towards rebuilding diplomatic relationships with Afghanistan. This announcement came during a key meeting between External Affairs Minister S. Jaishankar and Afghan Foreign Minister Amir Khan Muttaqi, held in New Delhi.

The backdrop to this development lies in India’s withdrawal from Afghanistan following the Taliban’s takeover in August 2021. However, India reestablished a “technical team” in June 2022, aimed at resuming limited operations in the country. The recent enhancement to embassy status demonstrates India’s commitment to deepen its engagement, particularly in areas such as humanitarian aid, infrastructure, and security cooperation.

In his opening remarks, Jaishankar stated, “Your visit marks an important step in advancing our ties and affirming the enduring friendship between India and Afghanistan.” He noted, “As a contiguous neighbour and a well-wisher of the Afghan people, India has a deep interest in your development and progress.”

The External Affairs Minister highlighted the renewal of India’s long-standing partnerships, which have historically involved substantial projects in Afghanistan. He commended the Taliban administration for their “sensitivity towards India’s security concerns,” particularly in light of the recent Pahalgam terror attack.

Jaishankar reiterated the mutual commitment both nations share towards stability, growth, and prosperity amidst the looming threat of cross-border terrorism. “We must coordinate efforts to combat terrorism in all its forms and manifestations,” he asserted, rallying for collaborative strategies to address such challenges.

During the meeting, Afghan Foreign Minister Amir Khan Muttaqi described India as a vital regional ally that consistently supports the Afghan populace. He acknowledged India’s humanitarian contributions and expressed interest in enhancing cooperation across trade, infrastructure, and education sectors.

The elevation of India’s diplomatic mission in Kabul underscores New Delhi’s careful yet strategic re-engagement with the Taliban-led government, guided by concerns surrounding security, regional stability, and deep-rooted ties with the Afghan people. Observers perceive this move as a balanced approach that acknowledges the complexities of the current Afghan landscape while fostering essential collaboration for mutual benefit.
