Lok Sabha Speaker Om Birla Highlights Role of Robust Audit System in Strengthening Democracy

New Delhi, Nov 16: Lok Sabha Speaker Om Birla on Saturday emphasized that a robust and transparent audit system plays a vital role in strengthening democracy and guiding the country towards all-round development. Addressing the ‘Audit Diwas’ event organized by the Comptroller and Auditor General (CAG), Birla highlighted how such systems ensure fiscal discipline and monetary prudence, which are essential for the proper utilization of public funds allocated by Parliament.

Audit Brings Fiscal Discipline and Accountability
Birla asserted that a strong audit mechanism ensures that funds passed by Parliament for various welfare and development schemes are utilized appropriately. He emphasized that a transparent audit system brings in greater accountability and ensures that public resources are managed efficiently and effectively.

Role of Opposition in Ensuring Fiscal Transparency
The Lok Sabha Speaker further pointed out that to maintain fiscal discipline and transparency in the country’s democratic framework, a senior member of the principal opposition party is traditionally appointed as the head of Parliament’s Public Accounts Committee (PAC). This, he noted, is a testament to the strength of Indian democracy, where members from both the ruling and opposition sides collaborate to ensure transparency in the use of public funds.

Public Accounts Committee’s Role in Scrutinizing Audit Reports
Birla elaborated on the process wherein the CAG’s audit report on public expenditure is thoroughly scrutinized by the Public Accounts Committee (PAC). The PAC provides a platform for members from both sides of the aisle to discuss and review the audit reports in detail, ensuring that public money is spent judiciously.

Enhancing Transparency and Fiscal Discipline
Addressing the gathering, Birla stressed that increased transparency in auditing mechanisms leads to greater fiscal discipline. He concluded that a transparent audit system fosters public trust and enhances the efficiency of government spending, thereby contributing to the nation’s overall development.
