Chief Minister Omar Abdullah Reviews Functioning of General Administration Department

Chief Minister Omar Abdullah chaired a high-level review meeting at the Civil Secretariat today to assess the functioning of the General Administration Department (GAD). The meeting covered key administrative matters, including the working of the J&K Public Service Commission (JKPSC), J&K Service Selection Board promotions, cadre management, training programs, transfers, and other important issues.

Addressing Stagnation and Streamlining Governance

A significant part of the discussion focused on addressing stagnation among Jammu and Kashmir Administrative Service (JKAS) officers. The Chief Minister directed the department to propose actionable solutions to ensure that officers have opportunities for professional growth. “Everyone deserves the opportunity to grow,” Omar Abdullah remarked, underlining the importance of addressing the career progression challenges faced by officers.

In line with his vision for streamlined governance, the Chief Minister also issued instructions to impose a complete ban on re-employment, extensions, additional charges, and attachments, except in exceptional cases. This measure is aimed at ensuring a more efficient and merit-based administrative system.

Linking JK Samadhan with CM’s Public Services & Outreach Office

Another key focus of the meeting was enhancing public service delivery. Chief Minister Abdullah called for better integration between the JK Samadhan platform and the CM’s Public Services & Outreach Office. He emphasized that this linkage would improve accessibility and responsiveness to the public, making government services more transparent and effective.

Raabta: Strengthening the Bridge Between Government and People

The Chief Minister also highlighted the role of “Raabta,” a new initiative aimed at bridging the gap between the government and the people. This platform will serve as a crucial tool for enhancing communication and addressing public grievances, further strengthening the relationship between citizens and the administration.
